It's apparently just Martin Freeman's current hairstyle. He's had it more or less that way in most of his roles since about 2010.

TBH Sherlock's hair was slightly different this season. However it was more of a variation of his original hairstyle rather than a completely new one.

Roughly. At first, he was apparently keeping his hair about the same length in front all the time, and merely retaining his older forward-combed style for John Watson while combing it back for most other roles. But the "swoop" has been gradually getting longer, to the point where he couldn't simply comb it forward for John, at least not without looking like a sheepdog. Too bad.
