I do not offhand find the basic photo anywhere online -- most of the usual shots show only one face of the sign, or show a blue panel on the "other" face -- so whoever came up with this may have used a photo they took themselves. Then they got really creative with their image-manipulation software!

 

Either that or they invested in window-washer rigging and a few cases of spray paint.
