Good question/thought. I'll keep this in mind when I rewatch it... would need to focus on the finer details since there may be a clue in there.

His father was a drinker. He said he‘d found his father and cut him which doesn’t seem plausible. It could be bragging before Phil, but we also see, he has no problem with killing. 
I’m also wandering about his relationship with his mother- him hiding the bottle under the pillows- what was that supposed to happen to be?

 In my headcanon Phil might not be THE psychopath here.

PS: do you understand the scene where Peter walks to the tree and watches the magpies?

Sorry, I can't do spoiler boxes and things!

I think both George and Peter were aware of Rose's drinking and possibly thought she hadn't anything else in her life.

Peter may have additionally thought that once he had removed 'the problem person' from his mother's life, she may stop drinking.
