Hm, not the Florida Keys, they're not that mountainous. From what I can make out of the architecture, I'm thinking either European or possibly New England... but if it were somewhere in the States I'd think I'd be familiar with it. (?) And I'm guessing a wealthy country, from the bridge architecture ... unless those are privately owned? Still ... that bespeaks wealth. Looks bleak, so I'm guessing further north than south. So .... one of the Scandinavian countries?

I saw the image at office but the internet is not working now, so I have to rely on a glimpse.

Hmm..hm..

 

It seems like adult cat, so the thing that it perches on could be around 4-6inch in diameter. I thought it's a pole, but it doesn't have the height. I don't really remember the position, but if I'm not wrong i didn't see the feet of the cat. So it is open cap? Could it be laundry basket? Too skinny though.. Umbrella holder??

Edited to add explanations:

The circular shape at the bottom of the object gives the impression that this is a ccylindrical object, however it is the angle of the photo that make it looks so. In fact this is a half circular object because of the function and the shape of the body part it serves, the heel.

 

The lining at the mid horisontal indicates separation of material and function. At first glance the height of the object from the floor looks more significant than it is, but on closer look it's the play of the photo angle. It's probably just less than half a feet from floor or even less. I was guessing 4 to 6 inch size of 'cap', it's probably around that but can be slightly smaller as well, as the cat is perched on the overall object or at least on object's bigger surface area(not only the 'cap' area).

 

It's the heel, it's a shoe.
