Okay, am I correct in assuming there's a reason there's 2 of them?

 

And do the circular parts fit on one's arms?

There is no need to be 2 of them

 

Circular part is not for fitting into arm.

I imagine if it's not circular and straight instead, it should still be functional for its purpose.

It's not impossible to use other materials, although maybe metal is a very good choice if not best.

Oh.. really? Okay.. Tardis is..time machine? Teleport? I know it's Dr.Who and a person can fit there. Don't tell me don't tell me, I'll find out when it's time to find out :p and don't judge me.XD

That thing.. not the right size to hold pencil. Diameter bigger than that.

The whole thing probably fits in... moustache box. Hey, if you live in a world where breadbox exists (I do too but we don't call it breadbox so.. :p) I shall live in a world where moustache box exists. Errr.. moustache box is probably the same size as.. eh..smaller than breadbox? Quite significantly. XD

Is it a finger pick similar to what someone might wear on a finger while playing a guitar or similar instrument?

If you wore two you could click them together and make music, but somehow I don't think that's it.

 

Something to do with crafts or sewing? Like a thimble, sort of?

 

It looks like it would be awkward to do anything, wearing one of those....

Help protect the finger when painting or trimming nails? Or when cutting food like a knife guard for fingers?

They have big teeth, wouldn't you want some protection? :d

 

Is it something artists or crafters would use? I think I could use it to burnish or crease paper, but why I'd want to is beyond me.

 

Protection from cutting yourself when using knife or scissors?
