The artist who did the art for Dragon Ball also did the art for Chrono Trigger and that's why so many of the character designs are similar. I was planning on tricking people here into thinking the answer was Dragon Ball but it looks like some people here are familiar with old school JRPGs.

Anyway, yes, it's not easy to come up with good pictures to deduce. Ideally, it's not just random thingy, but more like pictures that tell enough stories but not too obvious so we could have fun picking up clues and make a conclusion.

When we don't have that, guessing what an object is could be a substitute. But dear me, I didn't know you can do those with google! XD

We call it star feather, or feather star.

It is also identified as crinoid, as we call the creatures found inside it (shrimp, crab, fish, lobster) are addressed respectively as crinoid shrimp/crab/fish/lobster.

 

It's one of my favorite exploration because of the critter inside which make good but difficult macrophotography, because it's interesting as they tend to copy the color of the featherstar. However, beside difficult to take good shot between the arms, they also want to cling on you if you get too close.
